President Clinton, already facing formidable obstacles in reforming the health care system, denies that it will involve any rationing. This is politically understandable, but wrong. Infinite needs are rapidly overtaking finite resources. Most health providers recognize that the genius of modern medicine has outpaced our ability to pay. But the public still has unlimited expectations and a blind faith that everything can be provided to everyone by simply eliminating "waste, fraud, and abuse." Rationing is inherent in any health care (...) system. As government undertakes to define what is "medically necessary or appropriate," it will unavoidably undertake a series of rationing decisions. Health care is being transformed from a private good to a public good. Government, when it reforms the health care system, must inevitably ask: How do we buy the most health for the public? This paper has two aims. The first is to explain a type of wrong that arises when agents obscure responsibility for their actions. Call it “agency laundering.” The second is to use the concept of agency laundering to understand the underlying moral issues in a number of recent cases involving algorithmic decision systems. : President Clinton's charge to the Advisory Committee on Human Radiation Experiments included the identification of ethical and legal standards for evaluating government-sponsored radiation experiments conducted during the Cold War. In this paper, we review the traditional account of the history of American research ethics, and then highlight and explain the significance of a number of the Committee's historical findings as they relate to this account. These findings include both the national defense establishment's struggles with legal and insurance issues (...) concerning human experiments, and the medical profession's perspective on human experimentation in the years following the Nuremberg Medical Trials. We conclude that the Committee's work both enriches the traditional view of the history of research ethics and opens important new areas for study. (shrink)

Likewise, one might wonder about the peculiar relationship between public affairs and private life: the succession of images on the screen adhere to no hierarchy of values, no principle of loyalty or sacrifice, no basis for discerning obligations or maintaining rights, yet they are replete with the paraphernalia of these concerns, and the arrangement of figures in the room likewise is at once suggestive yet inconclusive. O'Leary publicly appealed to both the executive and legislative branches of the United States Government to consider compensation for individuals who were harmed by their exposure to ionizing radiation while enrolled in government-sponsored studies conducted between 1940 and the early 1970s.1 The call for compensation was issued three weeks after Secretary O'Leary disclosed that (...) radiation experiments involving humans, sometimes without their consent, had occurred under the auspices of the Atomic Energy Commission (AEC), a forerunner of the Department of Energy (DOE). Secretary O'Leary directed her department to investigate the nature and extent of the experiments, report on their medical and ethical acceptability, and locate the research subjects or their families.Background to the Federal Advisory CommitteeDespite the fact that the existence of many government-sponsored radiation experiments was not a secret—much of the research was reported at the time in scientific journals, and in 1986, Representative Edward J. We outline a class of term-languages for epistemic grounding inspired by Prawitz’s theory of grounds. We show how denotation functions can be defined over these languages, relating terms to proof-objects built up of constructive functions. We discuss certain properties that the languages may enjoy both individually and with respect to their expansions. Finally, we provide a ground-theoretic version of Prawitz’s completeness conjecture, and adapt to our framework a refutation of this conjecture due to Piecha and Schroeder-Heister.

It has frequently been suggested that Rawls’s characteristic method of justification, a method crucially involving the notion of reflective equilibrium, is in some sense relativistic in its implications. No sustained development of this suggestion has been undertaken by those who advance it; likewise, no sustained attempt to refute this suggestion has been made by those who are otherwise sympathetic to Rawls’s account of justification. I here attempt to fill these gaps in the already extensive literature associated with the method of (...) reflective equilibrium. At below, I review claims that Rawls’s method has relativistic implications. I also attempt, for purposes of argument, to buttress these claims by citing remarks of Rawls which could be interpreted as relativistic in character. At below, I consider problems of political reasoning as these arise in societies which are ill- and well-ordered in Rawls’s sense. At below, I consider problems of political reasoning as these arise between the members of two or more well-ordered societies, each of which is regulated by a different conception of justice. I also there adapt Williams’s distinction between notional and real confrontations between incompatible systems of beliefs in order to distinguish two kinds of conflict with respect to fundamental political principles. Finally, I show how a notion of broad reflective equilibrium can be deployed in order to solve those problems of political adjudication which may arise between the members of societies which have distinct conceptions of justice. Bainbridge’s well known “Ironies of Automation” Analysis, design and evaluation of man–machine systems. Elsevier, Amsterdam, pp 129–135, 1983. https://doi.org/10.1016/B978-0-08-029348-6.50026-9) laid out a set of fundamental criticisms surrounding the promises of automation that, even 30 years later, remain both relevant and, in many cases, intractable. Similarly, a set of ironies in technologies for sensor driven self-quantification is laid out here, spanning from instrumental problems in human factors design to much broader social problems. As with automation, these ironies stand in the way (...) of many of the promised benefits of these wearable technologies. It is argued here that without addressing these ironies now, the promises of wearables may not come to fruition, and instead users may experience outcomes that are opposite to those which the designers seek to afford, or, at the very least, those which consumers believe they are being offered. This paper describes four key ironies of sensor driven self-quantification: know more, know better versus no more, no better; greater self-control versus greater social control; well-being versus never being well enough; more choice versus erosion of choice. Due to the competitive nature of business as a whole, it is sometimes difficult to develop moral relationships with others. However, though friendships are possible in business, most relationships must be kept on the lower level of business acquaintanceship.

A couple of decades after becoming a major area of both public and philosophical concern, animal ethics continues its inroads into main- stream consciousness. Increasingly, philosophers, ethicists, professionals who use animals, and the broader public confront specific ethical issues regarding human use of animals as well as more fundamental questions about animals’ moral status. A parallel, related development is the explo- sion of interest in animals’ mental lives, as seen in exciting new work in cognitive ethology and in the plethora (...) of movies, television commercials, and popular books featuring apparently intelligent animals. -/- As we approach the turn of the twenty-first century, philosophical animal ethics is an area of both increasing diversity and unrealized poten- tial – a thesis supported by this essay as a whole. Following up on an earlier philosophical review of animal ethics (but without that review’s focus on animal research), the present article provides an updated narrative – one that offers some perspective on where we have been, a more detailed account of where we are, and a projection of where we might go. Each of the three major sections offers material that one is unlikely to find in other reviews of animal ethics: the first by viewing familiar territory in a different light (advancing the thesis that the utility-versus-rights debate in animal ethics is much less important than is generally thought); the second by reviewing major recent works that are not very well-known (at least to nonspecialists); and the third by identifying important issues that have been largely neglected. The Units of Selection debate is a dispute about the causes of population change. I argue that it is generated by a particular `dynamical'' interpretation of natural selection theory, according to which natural selection causes differential survival and reproduction of individuals and natural selection explanations cite these causes. I argue that the dynamical interpretation is mistaken and offer in outline an alternative, `statistical'' interpretation, according to which natural selection theory is a fancy kind of `bookkeeping''. It explains by citing the (...) statistical structure of a population and not by citing the causes of survival and reproduction. From the perspective of the statistical interpretation there is no substantive Units of Selection issue. (shrink)
